Legal documents concerning Angkor
and the region of Siem Reap

There are three major royal decrees and one law protecting the cultural heritage of Angkor:

1. Royal Decree establishing APSARA

2. Second additional Royal Decree, 1998

3. Royal Decree establishing Protected Cultural Zones

4. Law on the Protection of Cultural Heritage

5. Royal Degree Transferring the Site of Koh Ke to APSARA Authority

6. Royal Decree establishing the site of Koh Ker

 

Other royal decrees and sub-decrees protecting the cultural heritage of Angkor:

- Sub-Decree establishing the Special Police Corps for the Protection of Cultural Heritage

- Sub-Decree concerning Free Entrance to Angkor

- Sub-Decree concerning the Hotel Zone

International conventions protecting cultural heritage:

- The Convention for the Protection of Cultural Property in the Event of Armed Conflict
The Hague, 1954 and its Protocol, ratified by Cambodia in 1962

- The Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property
Paris, 1970, ratified by Cambodia in 1972

- The Convention concerning the Protection of the World Cultural and Natural Heritage (World Heritage Convention, Paris 1972), ratified by Cambodia in 1991

- The UNIDROIT Convention
