Joint Prakas from the Council of Ministers and the Ministry of Economy and Finance
Regarding Authorization for the free entrance Passes for Foreign Visitors to Angkor
Archaeological Park

Whereas:
- The Constitution of the Kingdom of Cambodia
- Royal Kret N° NS/KRS/1198/72 dated November 30,1998 regarding the establishment of the Royal Government of Cambodia,
- Royal Kram N° 02 NS/94 dated July 20, 1994 promulgating the law of the organization and Functioning of the Council of Ministers,
- Kram N° NS/RKM/0196/09 dated January 24, 1996 promulgating the law of the on the creating of the Council of Ministers
- Kram N° NS/RKM/0196/18 dated January 24, 1996 on the creating of the Ministry of Economy and Finance,
- Royal Kret N° 01/NS dated November 28,1994 establishment Protected Zones in the Siem Reap/ Angkor Region and the Guideline of their Management,
- Kram N° NS/RKM/0196/26 dated January 25, 1996 promulgating the law of the on the Protection of Cultural Heritage,
- Kram N° 01/NS dated December 28,1993 promulgating the law of the on the Financial System and amendments to the budget Law for the year 1995 promulgated by Kram N° 11 NS/94 dated December 31,1994 and update by the budget Law for the year 2000 promulgated by Kram NS/RKM/1299/15 dated December 29,1999,
- Royal Kret N° NS/RKT/0295/12 dated February 19,1995 regarding the creating of the Authority for the Protection and Management of Angkor and the Region of Siem Reap(APSARA Authority) and amended by Royal Kret N° NS/RKT/0199/18 dated January 22,1999,
- The concession contract signed August 31, 2000 between APSARA Authority and Sokha Hotel Ltd.,

DECIDEDS

Article 1:
According to the term of the concession contract signed on August 31, 2000 between APSARA Authority and Sokha Hotel Corporation respecting the quota of 3,000 person/days per year of free entrance pass to the temples in Angkor Archaeological Pack.

Article 2:
The following are the term and condition for obtaining free entrance pass to the in Angkor Archaeological Pack:

Condition
1.
All request for free admittance to the temples must be justified by one of the following reason:
- Official visits organized by the government institution for official delegations,
- Official media coverage for the promotion of the Angkor site requested by the Ministry of Tourism or the APSARA Authority,
- Archaeological or cultural research work that has been approved by the Ministry of Culture or the APSARA Authority.
2. Authorization for free admittance shall not exceed two days.
3. Pursuant to Circular N° 249 SCN dated March 12,1998 from the Council of Ministers, free entrance pass shall no longer be grated to diplomatic delegations, International organizations, reporters, non-government organizations.
4. Six-months and annual entrance pass are exclusively reserved for the researchers working on the Angkor Archaeological site.

Application Procedure for Free Entrance Pass:

1. Request must be submitted to the APSARA Authority by the ministry or institutions. It is mandatory that they bear the signature of ministers, secretaries of state or high-ranking officials delegated by them. Only such persons are allowed to sign them.
2. The APSARA Authority must receive such requests at least three days prior to the date of entry. They must be submitted to the President Director General with a copy to the APSARA Authority’s Department of Tourism Development.
3. It is mandatory for request for promotional trips organized by travel agencies to go through and be approved by the Ministry of Tourism, and the APSARA Authority must receive such at least 15 days prior to the date entry.
4. All request must be accompanied by a list of the visitors’ names.

No authorization for free entrance pass to Angkor Archaeological Pack shall be issued if the application does not comply with the aforementioned conditions.

Article3:
The stipulated conditions are applicable for the set quota. When the set quota has been exhausted, any additional applications must receive prior approval from the Ministry of Economy and Finances.

Article4:
The Council of Ministers, the Ministry of Economy and Finance, all ministries, institutions, province-municipalities and the APSARA Authority shall implement the Prakas herewith that take effect as of the date of signature.
